As a post-war child, future mayor of Graz Gustav Scherbaum laid the foundations for this sister city partnership. Among many other children, he was invited to spend the first holidays after the war in Groningen, the Netherlands. In the spring of 1965, Dutch television broadcast a documentary on these Austrian "Hollandkinder".

During the making of the documentary, Scherbaum met Mr. Jan Tuin, then mayor of Groningen. The same year, the two mayors signed the official town twinning certificate.
